Abstract
The World Radiocommunication Conference (WRC-23), organized by the International Telecommunications Union (ITU) will take place in Dubai, United Arab Emirates, from 18 November to 16 December 2023. The Radio Regulations are amended at the World Radiocommunications Conference once every three or four years, based on the topics agreed in advance. The amended Radio Regulations will be valid until the next conference. Global agreement is required in order to achieve the necessary coordination of use of radio frequencies and the economies of scale or due to the international nature of services themselves, such as, for example, air traffic, maritime or satellite services. The agenda of the conference includes various topics from the radiocommunications sector classified into more than forty items.

The discussions at the WRC will therefore cover the possibilities for allocation of parts of the frequency band for new services or for the upgrading of the existing radio services. The conference also includes agreements on technical parameters and conditions for sharing the spectrum in order to ensure interference-free operation of radio devices. The Republic of Croatia will be represented at WRC-23 by the Croatian Regulatory Authority for Network Industries (HAKOM) and the Ministry of the Sea, Transport and Infrastructure. The main focus will be on agenda items AI 1.2 (the future allocation/usage of frequency band 6425-7025 MHz), AI 1.5 (future usage of 470-694 MHz) and AI 7E (satellite communications procedures), in which Croatia has been actively involved within last few years. Additionally, AI 1.2 and AI 1.5 have been hot topics on European level, where very different approaches and positions need to be harmonized for the common european position at WRC-23. What are the main thoughts and position of the stakeholders in Croatia, will be discussed during this session.

Sažetak
Ove godine se u Dubaiju, Ujedinjeni Arapski Emirati, od 18. studenog do 16. prosinca 2023. održava Svjetska radijska konferencija (World Radiocommunication Conference – WRC-23) u organizaciji Međunarodne telekomunikacijske unije (ITU). WRC se održava u pravilu svake četiri godine, a tijekom konferencije mijenjaju se Radijski propisi (Radio Regulations - RR) koji predstavljaju međunarodni ugovor koji na svjetskoj razini regulira način korištenja radijskih frekvencija i satelitskih orbita, a definira procedure dodjele spektra i orbita, tehničke uvjete korištenja spektra kao i namjenu frekvencijskih pojaseva kroz Tablicu namjene.

WRC definira strategiju gospodarenja RF spektrom na svjetskoj razini prema potrebama pojedinih ITU regija, nacija i industrije, te stoga tu postoji i veliki interes skupina zemalja ili pojedine zemlje da zaštiti ili nametne svoj interes kada govorimo o budućoj namjeni i uporabi RF spektra. Za Republiku Hrvatsku u ovom trenutku najznačajnije su točke dnevnog reda (agenda item – AI) AI 1.2 (buduća uporaba frekvencijskog pojasa U6, odnosno 6425-7025 MHz), AI 1.5 (budućnost UHF pojasa 470-694 MHz) i AI 7E (satelitske komunikacije), o kojima će hrvatska delegacija, sastavljena od kolegica i kolega iz HAKOM-a i Ministarstva mora, prometa i infrastrukture, aktivno zastupati stav i javni interes RH. Navedene teme su osobito zanimljive i zbog toga što na europskoj razini ne postoji usuglašen stav, osobito po pitanju buduće uporabe pojasa U6 i budućnosti UHF pojasa. Dapače, stajališta pojedinih zemalja su oprečna i bit će zanimljivo vidjeti koji će biti konačni zaključak i usuglašeni stav za WRC.
